Jeff Lampe has been outdoor writer at the Journal Star in Peoria for 12 duck seasons. He lives in Elmwood with his wife Monica, sons Henry, Victor and Walter, and Llewellin setter Hawkeye. A native of Buffalo, N.Y., he is an avid fan of the Bills and still has mental scars from four consecutive Super Bowl losses. Outside of hunting and fishing, Lampe's main passion in Illinois was Class A boys basketball (which sadly no longer exists). Former publisher of the Class A Weekly newsletter, Lampe is a co-author of "100 Years of Madness" and "Classical Madness," both books focusing on prep basketball in Illinois.

Re-upping for the ISRA

I spent part of last night trying to pull together a budget for the rest of the year. What a romantic Valentine’s Day.

Anyway, the point is not to lament my lot, but to point out that $25 of those dollars were mailed off to the Illinois State Rifle Association to renew my membership. I’ve said it before but I’ll say it again: While the ISRA is not a perfect organization, they do an awful lot of hard work in Springfield to protect things I believe are important. I was reminded of that recently while reading about House Bill 4269, another silly piece of legislation that would require a secret code on cartridge casings so ammunition could be linked to the person who purchased the ammunition. The bill is sponsored by Rep. Monique Davis (D-Chicago) and would, apparently, also require all unregistered ammunition to be surrendered to the Illinois State Police and would ban reloading, among other things.

The chances of this bill passing are slim. Why? Largely because of the ISRA. They put out a legislative update to members about the bill and have been rallying support against the bill. They also recently published this list of things they’ve done lately.

  • On February 11, 2008, the ISRA, together with other state firearms associations, filed an amicus curiae (“friend of the court”) brief on the DC vs Heller case that is now headed to the Supreme Court.  Arguments will be heard on March 12, 2008.  You can download a copy of the brief in pdf format.
  • The ISRA is suing Cook County over their “so called” assault weapons ban enacted in secret in 2006.
  • The ISRA is gathering opposition to the latest anti-gun ordinances proposed by the Cook County Board in December 2007.  These proposals would put most all gun shops in the county out of business, and would ban firearms under the guise of gun registration.
  • The ISRA is leading the opposition to the ISP’s stubbornness on FOID administration, with regards to illegal delays and denials, including the recent move to deny FOIDs for those under 10 years old.
  • The ISRA has an Attorney’s Referral System in place to help be sure gun owners have sound legal representation.
  • The ISRA holds town meetings to help local gun owners meet and defeat the high handed tactics of local governments.
  • The ISRA maintains three lobbyists in Springfield to protect the rights of gun owners in Illinois.  The 2008 legislative session has started, many anti-gun bills have already been filed, including bans on firearms and on ammunition.  Remember because each General Assembly is two years long, all those bills from last year are still alive: One gun a month, sem-iauto ban, magazine ban, etc.

With that in mind, here’s a mention of the ISRA’s Gun Owners Lobby Day in Springfield, to be held March 11. Gun owners are asked to gather at noon in the Grand Ballroom of the Springfield Hilton to register. There will also be a reception from 4:30-7 p.m. after discussions with legislators.
