State says it has revamped its system of issuing courtesy deer and turkey hunting permits following an audit in spring 2007 that said the agency issued 1,250 permits outside the normal lottery system in a two-year time frame.This year fewer than 100 courtesy permits were granted. STORY & COMMENTS
